There are currently four scenic rivers in the state: two in Loudoun County, one in Albemarle and the Staunton River in southside Virginia that won approval last year. Scenic river designation is made by the General Assembly with the approval of the Governor.

ot^y. Once a river receives scenic designation, there can be no obstruction or impoundment to the natural flow of water without specific approval of the General Assembly. An advisory committee recommended by local government and appointed by the Outdoors Commission oversees the protection and management of a scenic river. It is important to note that scenic river status doesn't allow public access to private property along the river.
According to the draft Outdoors Plan, the Northern Piedmont section of Virginia has an abundance of federal recreation land but has an inadequate supply of local, park and recreation facilities. The draft says that only 13 of the 17 localities in the region provide any recreational facilities whatsoever, and only two of those localities—Albemarle and the City of Charlottesville—have substantial systems.
The Virginia Outdoors Plan draft says that a 1977 inventory shows the region to have a 9.395 acre shortage of local public recreation areas and open spaces.
