In its suit, the Izaac Walton League Chapter, represented by attorney Allen Olson, contends that the Supervisors acted in an arbitrary and capricious manner by adopting ordiannce amendments that directly conflict with the objectives and development plan set forth in the zoning ordinance’s statement of purpose and intent.

Specifically, the Chapter maintains that commercial recreation development is incompatible with the steep slopes to be protected in conservation districts and that such development would cause erosion, water pollution and loss of wildlife. The Chapter also contends that commercial recreational development is inappropriate for general business and commercial districts which are planned for heavy commercial use in conjunction with major transportation routes and employment centers.

Also adopted by the Supervisors on September 7 was an amendment to Article 3 of the zoning ordinance. The amendment adds “to promote profit or non-profit recreational facilities activities" to the statement of purpose. The definition of outdoor recreation in the
