Masterson explained that . adopting a merit pay rating would have no effect on the base salary scale that currently determines teacher salary. Instead, a merit system would be implemented through bonuses awarded teachers on top of base salary.

He proposed that the committee he suggested be formed to review all pay proposals, including merit, step and index systems. “If they decide something won’t work, we can discard it but we’ll have learned something in the process,” stated Masterson.
