She concluded that, in Rappahannock, where salaries aren’t competitive with any but the lowest paying systems in the state and nation, where facilities, books, supplies and other teaching and learning conditions are deficient, the school system can’t afford to take away from its present .effort to improve inadequacies by implementing a merit pay plan that has little or no chance of success.
