She noted that one of the best examples of the problems produced by merit pay in education is that of the ten year trial instituted by public schools in Hartford, Conn. After a great deal of research and development of a merit pay plan that included 16 specific criteria, Hartford abandoned its plan after ten years when studies showed only two criteria were being met, according to Mrs. Fountain. She added that there was no evidence to indicate that the plan improved instruction.
‘‘Although most such efforts have been undertaken at the local level, several states including New York, Delaware and Florida, have in past years passed laws mandating such plans only to repeal them later,” she continued.
