The draft plan notes a sharp decline between the 514 age group and 15-24 age groups. There were approximately 1,100 5-14 year olds in Rappahannock in 1970 but only about 800 1524 year olds. “This suggests a general lack of employment or housing opportunities with young people moving elsewhere to seek these requirements,” the report states.
