Masterson countered that Rappahannock scores were still below the national and state averages on SAT tests, that 60 per cent of the elementary students were reading below grade level. “In this category, our SRA scores were the second worst in the state,” he added.
Masterson maintained that Rappahannock schools needed a “specific plan” to improve the education program. “It seems to me we have a missing link and it seems to be quality...We’re spending money and not getting too much in return,” he concluded.
