Miller asked if the acreage within the boundaries of Shenandoah National Park had been included in computing the population per square mile for Rappahannock. When Capelle answered that park land had been included, Miller suggested that the population per square mile would be more accurate if the five square miles lying within the park was subtracted from the 274 total square miles in the county.
Population per square mile “should be based on the area in which people can reside,” Miller maintained. “When (the comprehensive plan) is completed, whether (citizens) like it or not, at least they’ll say it’s accurate,” he added.
Planner Dave Fannon asked how the background facts and figures would be worked into setting goals for the comprehensive plan.
