In addition, the new construction would permit the library, guidance and administrative offices to be enlarged using existing space and the clinic returned to its intended use. It would also permit desks to be removed from the shop area into a separate, room for academic work.

McClintock explained that the State Department of Education would review the building proposals as they relate to the educational programs and advise where the plan is over-built and under-built in regard to curriculum and enrollment. The State Department’s response will be sent back to the local school board, said McGintock, and then the local board will have to adjust plans to conform to the State Department’s suggestions.

By beginning on capital improvement projects now, the Rappahannock board can finance construction ahead of the annual rate of inflation (currently at ten to 12 per cent) by borrowing at four per cent from the State Literary Fund, McClintock maintained. “If you delay for several years, costs will climb. At the same time, you won’t be getting facilities as soon as they’re needed,’’ said the architect. “The longer the project’s delayed, the more nebulous the cost projections become.”
