In an opinion dated October 4, Virginia Attorney General Marshall Colemen replied to inquiries regarding the legality of Robert Eastham’s appointment to the Rappahannock County School Board.
According to Coleman, Eastham’s appointment—and the appointment of Charles Edlred —are invalid as they relate to procedural rules set down in the state’s Freedom of Information Act.
Coleman ruled that the action does not constitute a conflict of interest between Robert Eastham, the new school board member, and his brother Granville
Sham, one of three
oral trustees who appoint members to the Rappahannock board.
