NOTICE TO THE PUBUC OF HEARING TO CONSIDER IMPLEMENTATION OF SPECIAL
RESIDENTIAL ELECTRIC SERVICE RATES
The Public Utility Regulatory Policies Act of 1978 (the “Act”) requires the State Corporation Commission to giv e public notice and conduct a public hearing on whether electric utlities should place into effect a special rate for essential needs of residential electrical consumers which is below the cost of providing electric service to the residential class of customers. This special rate has been known as a ‘lifeline” rate.
Hie State Corporation Commission has scheduled a public hearing on June 1, 1981, in Senate Room B, General Assembly Building, 9th and Capitol Streets, Richmond, Virginia, commencing at 10:00 a.m. for the purpose of receiving public comment on whether The Potomac Edison Company should implement a lifeline rate for residential electric service. To be helpful comments should address one or more of the issues before the Commission, such as:
How should the Commission define the class
of customers who would receive the benefit
of a lifeline rate?
If a lifeline rate is for essential needs of residential
customers - how should “essential
needs” be defined and measured?
Who should pay for the reduced rates benefitting
a particular class of customers?
How much of a reduction in rates should be
provided under a lifeline rate?
Would the social objectives of a lifeline rate be
achieved more equitably, efficiently or effectively
through a program other than adjustment
of electric service rates?
On and after April 13,1981, results of the Commission Staffs investigation of lifeline rates together with appropriate provisions of the Act that must be considered by the Commission will be available for public inspection during normal business hours at the Kemstown, Luray and Madison, Virginia, and Franklin, West Virginia offices of The Potomac Edison Company and at the Commission’s Document Control Center, Floor Bl, Jefferson Building, Richmond, Virginia.
Persons wishing to file written comments with the Commission on the subject matter of this proceeding, the issues stated above and all other matters relevant to implementation of lifeline rates may file an original and four (4) copies of such comments on or before May 11,1981. Such written comments shall be addressed to the State Corporation Commission, Document Control Center, P.O. Box 2118, Richmond, Virginia 23216, making reference to Case No. PUE800091.
Any interested person wishing to m*k« an oral statement on his own behalf at the June 1, 1981 public hearing should so notify the Commission in writing on or before May 25,1981.
All persons wishing to participate in this
proceeding as a party must make an appearance
as such at the June 1, 1981, hearing and present
evidence at the hearing: All evidence presented
by any party shall be sponsored by an appropriate
witness who shall be subject to crossexamination.
