He advocated the continued elimination of levies on farm machinery and livestock as well as adoption of use value, describing it as a tool to stem the tide of disappearing agricultural land. If taxes get too high, he warned, farmers will either sell their land for development or let it grow up in weeds, spurring the county's drift towards becoming a bedroom community for its more urbanized neighbors.
"Since enabling legislation for land use was passed in 1973. Virginia has lost 100,000 acres of farm land per year," Luke countered. "I haven’t talked to anyone who thinks land use taxation has done what it was intended to do," he added.
