He told the board that Culpeper has an ordinance similar to what wras proposed last year for Rappahannock but has elected not to enforce its antiloitering laws due to reservations as to their legality. Baumgardner added that it will be impossible to draft a loitering ordinance that’s not vague because of difficulties in defining the term.

Sheriff Buntin added that the county's loitering problem involves a very small number of people—six or seven in Sperrvville and five or six in Flint Hill.

The consensus of the board was to leave the ordinancetabled.

After a half hour executive session on personnel, the board returned to open meeting. The only action taken, according to Luke, was approval of a $2,100 expense for a copier for the commissioner of revenue's office.
