Asked for his opinion. Sheriff W. A. Buntin said a loitering ordinance “might help a little...but we’d have to be careful in enforcing it." He acknowledged that Deal has had difficulties recently with loiterers breaking windows and added that the Sperryville shop owner seems Jo have more problems with loiterers than other businesses in the community.
Noting that he had been contacted by Deal, supervisor Clarence Baldwin said he’d asked why Deal didn’t appear before the board himself with a request for a loitering ordinance. “He didn’t come last time we considered this either." Adoption of a loitering ordinance will raise questions of discrimination if one person is allowed to hang around longer than another, Baldwin said. “That might be a lot bigger problem," he added.
