Beasley pointed out, however, that “a system cannot be designed which can absolutely prevent errors and-or omissions if challenged by reasonably intelligent individuals with an intent to perpetrate fraud or theft.” In addition, he noted that “there is a point where enforcement of the system becomes cost inefficient. While the system has the capability of accounting for each drink or pack of snacks, etc., to determine this would be extremely expensive in terms of time and personnel. It is up to the board to set the limit of enforcement and to provide adequate staff within those limits. We would request consultation prior to setting of limits to ensure that they are sufficient for our examination purposes.”
