He questioned the validity of budget revisions made to meet the supervisors’ directive, noting that reports to the state department of education give the total school salaries as $1,416,746 while the final school budget omits cafeteria workers for a total salary of $1,372,665.
As for benefits and fixed charges for Title I employees being counted twice, he said this happened “despite the fact that we have two bookkeepers in the central office” who allegedly told him they made “no error in math or arithmetic.” Eastham demanded an explanation, asking county accountant Wally Cox to show him, using the numbers and dollars and cents from the budget, how the $30,000 reduction involving cafeteria workers and Title I employees was reached.
"The supervisors took one action,” Cox replied. “They requested that the school budget be cut by $89,100. Today, they appropriated $89,100 less than what was requested by the school board.”
