intended to be included in the district and no further proposals by the owners desiring such district will be considered at the time of such application.
(b) Any owner included in the proposal may withdraw his land, in whole, or in part at any time until the local governing body makes a final decision as to the constitution of the district.
(c) Additional qualifying lands may be added to this district after its creation upon separate application pursuant to Chapter 36 of the code at any time following such creation.
(v) At the termination of a 30day period from the date of the filing of said application, the proposal and proposed modifications will be submitted to the Board of Supervisors and the Advisory Committee. Thereafter a public hearing will be held on the proposal and any proposed modifications.
