Reagan called it an evil empire. It is. It’s the only empire left in the world by the way. And it is evil. Rappahannock News: Is the Soviet Union more responsible for the arms race than we are, or are we equally at fault? Brinkley: We’re both guilty to some extent. Each side blames the other.
Defense has become such a huge industry in this country, with so many people benefitting from it, that it has almost come to have a life, of its own. Whenever the military wants more money it discovers some new Russian threat to scare us with, and it gets more money. I think that may have peaked, however. I think the endless piling of money into the Pentagon may be over. I hope so. Rappahannock News: What if it’s not over in the Soviet U nion? Brinkley: Once you have enough armaments to destroy any enemy 10 times, why do you need any. more? Rappahannock News: But the arms race is measured not in terms of quantity but of quality. It doesn’t matter if we can blow them up 500 times. They may devise a weapon that can render our arsenal obsolete. Brinkley: They don’t devise weapons, they steal weapons. We devise the weapons and then they steal them from us. Their technological capacity is very limited.
Beginning with nuclear weapons, they stole them through Klaus Fuchs and the Rosenbergs and various other spies-they stole them. They have very little capacity in electronics. They’re very busy all the time in this country trying to steal it.
So the technologically advanced weapons they have are those they have stolen from us. So to think of their developing something that is so overwhelming that we cannot cope with it seemsuRrealistic to me. Rappahannock News: Is human na ture more at fault in the arms race thar either the U.S. or the Soviet Union? Is this type of conflict between rivals in evitable? Brinkley: The only military rival wt have in the world is the Soviet Union. We don’t have any such rivalry wit! anybody else, so there must be some reason beyond human nature. We don’t have any problem with China, for example. That’s another huge country.
