RICHMOND — Legislation to require use of seat belts in all vehicles and to equip all new public school buses with them has come before the General Assembly.
Del. J. Samuel Glasscock (D-Suffolk) introduced the bill for mandatory use of seat belts with a host of copatrons, including Del. Robert T. Andrews (R-Fairfax/Loudoun), Del. Kenneth R. Plum (D-Reston) and Sen. Charles L. Waddell (D-Loudoun/Fairfax).
Although the measure has failed in the legislature before, its supporters this year are; buoyed by former Gov. Charles S. Robb’s order in November for all state employees to wear seat belts while riding in state vehicles.
The bill also has pressure behind it from the federal government, which will require the auto industry
