Robb’s was one of boldness of concept, tempered by a high sense of political pragmatism in translating those concepts into reality. He had a clear notion of where he wanted to take the state during his administration, and, in general he was successful in achieving his broader goals, but those goals were achieved within the framework of thoroughly traditional methods of Virginia problem solving. That involved the forging of coalitions of those who might or might not be sympathetic to his objectives.
