to install air bags in new cars unless two-thirds of the states make use of seat belts mandatory by 1989.

The bill — now before the House Committee on Rpads and Internal Navigation — specifies a $25 fine for violations. It would apply only to passengers in the frorit seat of a vehicle and would exempt rural mail and newspaper carriers, police in some instances and those with medical excuses.

The school bus bill was introduced by Del. Roy ston Jester III (RLynchburg). who wants, to make the Virginia Board of Education require that all buses purchased after July 1 to be equipped with seat belts. That bill is before the House Education Committee.
