This leaves local governments the task of picking up an increasingly large share of the burgeoning bill for these educational programs. Early this year, the board approved a $1.5 million state loan for major expansion at the high school. The approval came after heated debate, with opponents questioning the wisdom of the plan’s expenditure of nearly half the funds on a new gymnasium and auditorium.
When the project went out for bids, the lowest bidder came back at a cost $150,000 over the loan amount. Although some of that deficit was erased by cutting a number of items from the project’s plans, the loan still will not cover the cost of the entire project.
