Mr. Giles added that he’d checked with John McCarthy, the county’s zoning administrator who also serves in that capacity for the town, “and he says it’s up to the council to interpret the new zoning ordinance” and determine if the office would be allowed under the “grandfather" clause which permits any legally existing use at the time an ordinance is adopted to continue.
To questions from the council members, Mr. Full confirmed that the septic system now in place is adequate to handle both the two upstairs apartments and the downstairs office.
“1 think the village has a critical need for apartments,” responded Nan Thomason.
“Not only that, but this council made Skippy a promise and we need to honor that,” said Evelyn Willis. “I think the .town would miss your store a lot,” she told Mr. Giles, “but we do need apartments badly.”
“There are ways to accomplish what Skippy is asking for,” town attorney Frank Reynolds affirmed. “But do you want to hear what you want to hear, or do you want to hear what the law is?” he asked the council.
