The primary will be what is known as “closed,” meaning that each voter must select either a Republican or Democratic ballot. That choice, however, does not have to be tied to either the voter’s party affiliation or his voting intent in the general election in November. In other words, voters with Republican affiliation may vote for Democratic candidates, and vice versa.
