dence Day celebration in 1987, Mr. Carrigan related how, shortly after he bought Avon Hall in 1960, he discovered a pile of keys left by Judge Baggarly. One, Mr. Carrigan said, was marked, “Town Hall.” He wondered what lock that key fit. The puzzle, he said, was solved three years later when Mr. Carrigan helped to found the Rappahannock County Library. The key fit the lock on the library door.
Mr. Carrigan has suggested that the town erect a statue of Judge Baggarly, in memory of his contribution to the town and his vision, on the monument grounds adjacent to the present Town Hall on Gay St.
