Rappahannock News photo/Lou Halter CHARGES HAVE BEEN FILED against two Culpeper men, Lewis L. Chandler, 19, and James F. Bums, 23, for illegal dumping. The two men apparently were hired by a Slate Mills landowner to remove tires from his property, and the pair allegedly dumped more than 300 tires along the side of Route 607 near Boston on Feb. 22. Sheriff John Henry Woodward (left) watches as county jail inmates load some of the tires onto a highway department truck, which took them to the county landfill for disposal. The two men face maximum penalties of up to 12 months in jail and a $1,000 fine for the dumping.
