The effects of additional lighting in the town on those who live there.
• The impact on town real estate, either its value enhancement or depression, anticipated use changes and the effect on property taxes.
• The expectations for the town’s residential increase or decrease. If the town’s residential population drops significantly, will the town be abolished and the area absorbed into the County? What, if any, effect would that have? On the other hand, the town’s population might be expected to increase, with calls for additional housing. Should the town annex county land? (I have heard that there is a move in the State Legislature to abolish towns or to reduce the number of small towns. Does anyone have accurate information on this issue?)
• The significance of the altered look of the town if the scale of the development overshadows everything else around. If the building height and set-back limitations are changed, will the new rules set a standard for new development?
• The liability to the town of a use-specific, highly expensive property when the present proprietors no longer can or want to operate the Inn. It is not inconceivable that a recession would result in the Inn’s becoming bankrupt. This is a worse case, but not the only possibility.
It is also a liability for a town to rely for its success on one institution almost entirely irrelevant to it: few local people are employed at the Inn and few patronize it. Already, one argument for acceding to the Inn’s
