NOTICE TO THE PUBLIC OF AN

APPLICATION TO IMPLEMENT AN

ELECTRIC ADD-ON HEAT PUMP

PROGRAM AS A PROMOTIONAL

INCENTIVE

On January 22, 1990. The Potalmac Edison Company (“Potomac Edison" or “the Company") filed an application for approval to implement an electric add-on heat pump program as a promotional incentive.

In its efforts to meet increased energy efficiency and manage its load growth, Potomac Edison believes that add-on heat pumps would be cost beneficial to it when they are installed as new or replacement central air conditioning equipment on existing fossil fuel warm air heating systems The Company states that the add-on heat pump supplements heating requirements during the utility's non-peak periods but is cycled off at the time the utility is expected to experience peakloads thereby increasing the utility's load factor to the benefit of all of its customers
