In arriving at a salary scale for teachers Dr. Gangel first applied an increase of six percent to the base so that it goes from $19,080 this year to $20,225. This year beginning teachers are being paid five percent above the base or $20,034, teachers with one year of experience receive six percent above the base; those with two years of experience receive seven percent above the base, and those with three years of experience are paid seven percent above the base.
Those with four years experience have been getting nine percent above the base, and further years of experience have regular increases of three percent or more above the base through their fourteenth year. Teachers with 15 through 19 years of experience receive 49 percent above the base. Those with 20 through 24 receive 54 percent above the base, and those with 25 or more years of experience receive 60 percent above the base, or $30,529.
For next year, the proposed schedule would pay beginning teachers, as well as those with one, two, or three years of experience nine percent above the new base. At the other end of the scale teachers with 15 or 16 years of experience would receive 49 percent above the base; those with 17 or 18 years of experience would receive 52 percent above the base; those with 19 or 20 years experience would be paid 54 percent above the base; those with 21 or 22 years experience would receive 56 percent above the base; those with 23 or 24 years of experience would get 58 percent above the base, and those with 25 or more years of experience would continue to be paid 60 percent more than the new base. This would result in a salary schedule that ranged from $22,045 to $32,360.
In addition to the salary increases Dr. Gangel is asking for an increase of 10 percent in the amount the school system contributes to employees’ health insurance. The new budget also calls for $15,000 to move the underground fuel oil storage tank at the elementary school and place it, or a replacement, above ground. Another $5,000 is included for developing a parking area behind the bus garage, since the four-laning of U.S. 211 will take the area now used for parking buses. In addition Dr. Gangel is recommending that the county allocate $100,000 to purchase land for a middle school although that money is not included in the budget.
“The school division has many needs that cannot be addressed this fiscal year because of funding,” Dr. Gangel said. Left out of the budget were monies to renovate the earth science lab at the high school, additional employees for maintenance and custodial work, and a primary science teacher. Funds for maintenance, equipment, and educational supplies were held to essentially the same level as this year.
In some areas the budget for next year is lower than this year. Textbook subsidies were eliminated. This will mean a significant increase in textbook rental fees charged students at the beginning of the year, Dr. Gangel said.
