He noted that the county’s Comprehensive Plan is due to be reviewed this year. “I think this plan needs attention,” he said. “There needs to be more rational discussion of alternatives backing the zoning ordinance. We need to pay more attention to the villages and village planning.”
He said, “If we’re trying to keep the countryside, we must be sure to have areas adequately designated for housing in and around the vil-> jages. One of our biggest challenges is to try to meet housing needs of our elderly and young people. This is, tough, especially in this county where the villages don’t have the infrastructure to provide cost-effective housing, such as town houses, apartments and duplexes.”
In response to a question from Aileen Day on how more farmers could be involved in buying the farms that come on the market, Mr.; McNear said, “The value of the land for farming has long since been exceeded” by the market.
He said some program to transfer development rights might work, but there is no market yet.
