Mr. Orr said the operations and maintenance manual calling for treating septage with lime and aerating it probably wouldn’t work and would be very expensive. Environmental Systems Services of Culpeper rewrote the O and M manual over the summer. Revising the manual was part of the agreement the WSA reached with the State Water Control Board after violations at the plant were revealed in the summer of 1992.

ESS had bid $5,000 to design the system to handle septage. That work would not have included actually building the system, and WSA members sought other bids on designing a system to meet requirements of the manual.

Mr, Orr expressed interest in the problem but sajjd he felt it would be better to alter the manual than to try to design a system to fit its requirements. He was invited to attend the meeting.

He said as a part of preparing for the meeting, he visited the Remington plant owned by the Fauquier Water and Sewer Authority, and learned that the plant is being upgraded specifically to handle septage. He suggested WSA members
