The second reason is based on the way that laws are written. The team that drafts a law consists of members of Congress, the staffs of their committees, the members of the federal bureaucracy most interested in the subject matter, and the expert and expensive lobbyists paid by the special interests who have the most to gain or lose from the legislation. Under term limits, the players who will know the least about the law and its probable effects and who will have the least time to think about it, will be the new kids on the block, the members of Congress who are supposed to speak for the people.

I hope the residents and landowners of the town of Washington are giving serious thought to the question of a public sewer system.
Do you have a perfectly satisfactory septic system on your land? It is all but certain that most do. Would you be willing, nonetheless, to have your lawn or garden dug up for a community sewer line and the priviledge of receiving yet another monthly service bill? That hardh seems likelv.
