There has also been disagreement about whether once sewer rights are reserved they are permanent or whether the property owner has to request an extension every six months.

In September member Richard Smith brought a resolution recommending charging half of the normal $21.50 per month per Equivalent to Dwelling Unit (EDU) for reserved EDUs. That resolution was tabled. When the resolution came up again at the October meeting, it was tabled again, and again at the November meeting. ;(

One reason for the continued tabling of the resolution was that member Carson Johnson said minutes and resolutions adopted at previous meetings in years past would show policies already adopted by the authority to deal with the issue. Mr. Johnson said he had an almost complete set of copies of these minutes and resolutions, but they were in his office over the bank. The minutes are missing from the Clerk’s Office from September 1987 through August 1993, when Mr. Smith took over as secretary. In November the members asked Mr. Johnson to make his copies available so they could get copies.

Mr. Johnson brought a stack of papers to last Thursday’s meeting, which he said did not include all that he had in his office and were out of order. He said he could not leave them for other members because in the past papers he had brought had not been returned.

After much discussion Mr. Johnson agreed to bring copies of any missing minutes he can find to the School Board Office for Mr. Smith to copy while Mr. Johnson watches.

Mr. Johnson said the WSA could amend its ordinance to charge for reserved EDUs but would have to advertise and hold a public hearing to do so.

In the meantime the resolution to charge for reserved EDUs was tabled again, and members noted they had received several requests from property owners to continue reserving EDUs for them.
