The Commission on Youth led by Del. Jerrauld C. Jones, D-Norfolk, contends that while major changes in the system are necessary, a major transformation would be going too far.
The commission’s proposals include funds for hiring more prosecutors and probation officers as well as for new programs to deal early with school truants and other offenders.
Additionally, the commission proposed longer confinements up to age 25 for certain violent juvenile offenders in youth facilities.
“Our focus has been systemwide and not just on the 3 percent of the caseload that relates to serious violent offenders,” Del. Jones said. “It’s that other 97 percent that we’re trying to help.”
The two commissions differ primarily in the areas of treatment and rehabilitation. The youth commission advocates allocating funds for more prevention programs, while the governor’s commission supports increased funding for prison construction.
