“Though these hardened juveniles are a small portion of the inmate population in our juvenile facilities,” Gov. Allen told members of the Senate and House money committees, “they are a major threat to the other young people who have been placed in the juvenile corrections system to receive discipline, rehabilitation and education.
“By placing the violent, dangerous juveniles in separate facilities within the adult corrections system, we can better focus our attention on beneficial programs for troubled youths who remain in the juvenile system and who can be helped to turn their lives around.”
