grazing level. About 50 percent of New Mexico’s ranchers take advantage of the program yearly, according to USDA figures, collecting an average of $4,000 each. Oregon ranchers do even better, averaging more than $ 11,000 yearly in cas^payments.
One result of overstocking, says Mr. Holechek, is that some ranchers must dip into the relief program almost annually because the overgrazed lands cannot sustain herds even in wet years.
The millions of dollars spent on the relief program adds to the losslthe nation already incurs as a result of the federal grazing program. For example, BLM spends nearly $100 million yearly On range management, but nets less than $15 million a year in fees from leasing public grasslands to ranchers.
