When Allen won a landslide victory in 1993 and the GOP reached record numbers of legislators in the General Assembly, he and his people all too hastily interpreted it as a sweeping mandate for change. When the Democrats in control refused to go along with all the Allen programs — though a number were enacted — the Allen team then made the big mistake of portraying the legislative elections of 1995 as a referendum on the Governor’s performance.

The Republicans came within a whisker of taking the State Senate where there is now a 20-20 tie, but made no gains in the House and the election was falsely regarded as a setback for the GOP because expectations had been raised too high.
