The purpose: well, therein lies a tale.
Congress created the Emergency Feed Program in 1963 to provide relief from natural disasters, primarily drought. “It was a stop-gap measure for people who needed to buy hay to keep mother cows in production,” says Chandler Keys, senior director of congressional relations with the National Cattlemen’s Association, The program was designed to keep ranchers from selling off breeding stock during bad-weather years, resulting in lower meat production, which in turn yields higher prices for consumers, Mr. Keys says.
