The flameout of Patrick Buchanon’s campaign last week in eight I primary states has at least one unfortunate result.
The issues he has raised about problems in the U.S. economy .will probably now drop out of the public debate. That is a shame -because they need to be debated. ' The current economy has left too many people behind, and President Clinton’s proposed answer of providing more education and training for the American workforce to prepare people for more high tech jobs is not the panacea it purports to be. ! Mr. Buchanon is right that a flood of immigrants, both legal and illegal, is depressing American wages. American companies are even importing computer programmers from India in an effort to hold down wages. ) • Mr. Buchanon is also right about American jobs being exported overseas to low wage countries as Rappahannock learned only too ;well when the Aileen company closed factories in Virginia and shipped jobs to the Dominican Republic. ; It is true that exports are producing jobs, but since the United States is running ever bigger deficits with its trading partners, clearly trade is currently producing more jobs abroad than at home.
The trading deficits point to the problem. American markets are more open to goods from other countries than their markets are to American goods. While Americans as consumers benefit from this situation, Americans as producers are handicapped.
Problems in the American economy go far beyond the issues of trade and immigration, but in trade, at least', the answer is clear. The ‘''goal of American negotiators should be fair trade.
