Robert Duxbury, of Amissville, has a similar problem but for a different reason. His land borders the animal shelter. He and his wife can hear dogs barking all the time, he said. “I’ve been asking for relief for about 18 months with little results,” he said. Mr. Duxbury said he’d like to see the number of animals and length of stay reduced and buffers put up on the walls or around the shelter to lessen the “excessive noise.” “I think it’s time for the county to step up and protect the rights of its citizens,” he said. Several other residents also spoke in favor of an ordinance against barking dogs and suggested a leash law be added. The supervisors agreed to look into the matter of enacting an ordinance but cautioned the residents that they would most likely meet with strong opposition if the matter went to a public hearing.
