Gentlemen, last week I
spoke in favor of the Rappahannock County Public Schools 2000-2001 Budget. In light of new information which I have received this week, I am now forced to speak against it.
In an effort to pare the budget to the barest bones possible, a grievous injustice has been done not only to the students of Rappahannock, but also to the taxpayers. This budget is going to cost the taxpayers many hundreds of thousands of dollars more than is visible at first glance.
A total of 28 teachers are. already applying for better paying jobs in other jurisdictions. These jobs just happen to be plentiful. In addition, we need to hire two new teachers for new positions. That comes to a total of as many as thirty new teachers that we may need to hire next year!
Any experienced businessman will tell you that a new employee costs at least twice the old employee’s salary for the first year. The new employee gets their salary, plus someone has to be paid to recruit them, plus someone has to be paid to research their references, plus someone has to be paid to train them, plus someone has to be paid to do the work they are not yet prepared to do, plus
