Once Rappahannock has paid double to research, train, educate and administer these new teachers, turning them from green recruits into seasoned veterans, they will then leave for higher paying jobs elsewhere because our pay scale will still be far below the “average” simply because it appears to be cheaper that way. Then, the whole process starts again, and the taxpayers of this county will be forced once again to pay seven or more people to run the next batch of 30 through the system, only to see them leave again as well.
This is not a “chicken or the egg” problem. It does not have to be a never ending circle. We can solve this problem right here and now. The supervisors of this county have the power to correct the deficiency in this budget. It can be done for less than a two percent increase. That mean's that for every thousand dollars in property taxes, a property owner will pay an additional $20. This cost is nothing compared to the alternative.
If we do not do this now, we will be paying much, much more every year, well into this new Millennium. We will keep training teachers for other jurisdictions to snap up once all of the up front costs are paid by the citizens of Rappahannock.
