Five years ago, at the Headwaters Educational Forum at the Rappahannock Elementary School, Judy Tole stood up in front of a group of citizens and parents and proposed a mentoring program. She described a vision in which volunteerism could be focused one on one, meeting the needs and fostering the interests of individual students on a more personal level, using the diverse talents of Rappahannock County residents.
