Last week the Rappahannock News in this section
addressed the issues it considers of bedrock importance
to the character and heritage of Rappahannock and restated its editorial positions.
First among these was that growth must be planned and controlled through strong, clear and strictly enforced zoning regulations and must be reconciled with the County’s Comprehensive Plan. Although addressed toward the County, the view is equally important to the Town of Washington which plays a role in the overall character of the County as the County Seat and as a significant destination for tourists.
In the first sense, as the home of the County’s government, it is a place of which the entire County should be proud and to which all the County citizens feel comfortable in visiting to conduct important aspects of their everyday life.
In the latter sense, it represents the character of the County to the outside world. As such it should reflect the beauty and openness of the entire County and the rural nature we so love.
As with the Comity, the Town of Washington has a Comprehensive Plan which provides guidance for maintaining the Town’s open spaces, its rural environment, - : and its small town quality. Through its Zoning Ordinance it establishes requirements for commercial ^ activities to occur primarily in its center, establishes a services area around the County buildings to ensure that area serves the County’s citizens, and establishes residential and rural residential areas where its residents can expect to live in peace, enjoying the spirit of the entire County, away from the commercial area in the same sense that the County has established a limited area of commercial growth in order to ensure its citizens can enjoy the open beauty of Rappahannock County.
For both the County and the Town, Comprehensive Plans and Zoning Ordinances are essential to our way of life and can only be maintained by strong governments which do not bend but work diligently to strengthen the principles on which these documents are developed, thus ensuring our quality of life.
