Gary Schwartz said that this could possibly be the worst place to put a road.

Mr. Estes also attacked the road plan for other perceived deficiencies that included: the need for a complete commercial center site plan so that planners could see "what's going in there; the lack of screening; no accommodation for pedestrian traffic on the bank site; and misleading traffic counts on the site plan documents.

Mr. McCarthy also reported that written letters in opposition to the mad plan were received from five individuals, and the Rappahannock CountySchool Board had forwarded a resolution m which it notes its senous reservations and concerns regarding the proposed entrance for the Rappahannock National Bank property ....

After the close of the public hearing, Mr. McCarthy made his case for the approval of the plan. He pointed out, in his written and oral arguments, that the General Commercial Area Plan contemplates an increase in traffic on Schoolhouse Road from new secondarv roads planned
