Director Van de Water sees that regionalism is on the rise, and he views the primary role of the commission, not as another layer of bureaucracy, but as a facilitator and coordinator.
He spoke of five major commission activates that he believes are of primary importance to the region.
He noted that the D. C. metropolitan area's evacuation plans show movement far out of that area into more rural areas such as ours. This dictates, he said, that the commission facilitate the preparation of emergency preparedness plans with local and state governments.
Mr. Van de Water said that the commission, because of the region's dynamics, must coordinate discussions on growth.
