As development builds up, deer adapt, while their natural predators disappear. Add protected sanctuaries and the problem gets worse.

In addition, Lovelace said, regulations restrict when deer can be hunted and which ones can be hunted.

Now, hunters are encouraged to go after antlerless deer—female and young deer—because that helps control the population, he said.
