“The plan was to give everyone a cha ice to come and turn themselves in, accept service of the warrant and be released on a summons,” Luke said. “Everybody has now turned themselves in except for one,” he said, referring to the sixth person.

“If anything good can come of this,” Luke said, “I hope that parents would be more alert. In this case and in others, kids get away with more than they should because the parents don’t verify what is going on.”

Luke said, “This is not the first party of this type that has taken place in Rappahannock County. It is the first one in which a fatality has resulted.

“I would hope that there are lessons to be learned from this incident,” he said. “Sometimes it takes a tragedy to make parents realize that as parents they need to be aware of what their kids are doing.”

The report listed these trends:

• In this region, as in the rest of the country, the 60 plus age range is the fastest growing segment of the population with the greatest rate of growth among persons 85 years or older.

• The aging population is expected to increase by 45 per cent between now and 2010 as the baby boomers begin to turn 60.

• Significant numbers of older people are moving into the county, especially from neighboring urban areas, prior to or after retirement.

• Some 24 percent of older people in this area live alone, and may not have support if temporarily or permanently incapacitated.

• Almost one in 10 older persons is a primary care giver for a spouse, adult child with disabilities or a grandchild, for whom they may need support if they become ill or incapacitated.

The report said that there is a “rapidly increasing need for community services to support older persons, especially inhome care, adult day care, transportation, housing and geriatric health care.”

It said “organizations which currently provide these services are not meeting current needs.”
