ton. Cell 4 would cost $1.67 million for design, $400,000 for closure of Cell 3 and approximately $1.03 million for equipment purchase and replacement ovep the life of Cell 4. They estimated the operating costs at $129.89 per ton.

Joyce said the main “financial” advantage of this was the “decreasing incremental cost over time.”

The report said that “the larger the county waste stream, the more cost effective the Continued Landfilling Option” becomes.

It also said that the county “could accept out-of-county waste at the landfill, collecting a per ton tipping fee from each customer.”

The other options were different forms of transport to other counties. One idea was to build a transfer station at the landfill, sift the waste and load it onto trucks for delivery elsewhere.

The cost estimates were for using a contractor or carrying it in county trucks and they ranged from $125.93 per ton for county trucks to $1,222.52 per ton for an outside contractor.

“Disadvantages include,” the report said, “dependency on the solvency, fiscal management practices and proper site operation practices of the offsite disposal facility; and, sensitivity to increases in energy (fuel) costs.”
