The Clevenger property, between Rappahannock and Warrenton off Route 211, was a rezoning where Culpeper County had to approve what Centex planned. It had begun as a plan for 2,700 homes and had been reduced to 766 when Centex withdrew it last month.
At Boston and five other “Planned Unit Developments” (PUDS) in Culpeper County the zoning is already approved. This means the builder must construct roads and provide water and sewer systems, but does not have to contribute to police, fire, school and other county services.
